A controller can calculate the perfect output—but the process won’t change unless something physically acts on the process.
That device is called the Final Control Element (FCE).
What is a Final Control Element?
A Final Control Element is the device in a control loop that directly manipulates the process to change the controlled condition based on the controller’s output.
In simple terms:
Controller decides → FCE acts on the process

Variable Speed Drive (VFD) 
A VFD can control motor speed.
For example:
Flow Controller → VFD → Pump Speed → Flow
Here, the VFD/motor-pump arrangement performs the final control action, depending on how the control loop is defined.
Damper
Used in:
Airflow control
Combustion systems
HVAC systems
Heater / Electrical Actuator 
In temperature-control applications, the controller may regulate:
Heater power
to change the process temperature.
FCE in an ESD/SIS
In a safety system, the final element is the device that carries out the safety action when the SIF demands it.
Example:
Pressure Transmitters → Safety Logic Solver → Solenoid → Shutdown Valve
Here, the shutdown valve and its associated final-actuation components form the final element of the SIF, depending on the defined architecture and safety requirements.
